Whoever they are looking to off-camera is in charge.
Actually, since it's "Elizabeth and the Catapult", it's probably the girl (assuming her name is Elizabeth).
But, if I can't cast more than one vote, I'll stick with the off-camera entity.
Elizabeth is in charge - she can catapult the two guys away and replace them anytime (and probably already has more than once - just like digable planets http://wichone.blogspot.com/2010/01/digable-planets.html )

The two Dexters in the photo with her would be no more able than I to resist her charms.

I don't know. The lady seems rather demure and open to suggestion. Sweater Vest is skeptical and like he might just have to disagree with Off-Camera. He may even be undoing his cuffs so that he may grapple take him down.
I vote girl because she is better groomed than her male counterparts.
